Ibn ʿAbbas (may Allah be pleased with them) reported that the Messenger of Allah (ﷺ) said: "O people! Allah has made Hajj obligatory upon you." Al-Aqraʿ ibn Ḥabis stood and asked: "Every year, O Messenger of Allah?" The Prophet (ﷺ) replied: "If I had said yes, it would have become obligatory, and you would not have been able to do it. Hajj is once; whoever does more, it is voluntary." [Narrated by Aḥmad, An-Nasaʾi, and Ad-Darimi]
Ibn al-Humam noted that Ad-Daraqutni and Al-Hakim also recorded it, with Al-Hakim declaring it ṣahiḥ by the criteria of Al-Bukhari and Muslim. Ash-Shamni added that Abu Dawud and Ibn Majah also narrated it.
