Al-Muhajir ibn Habib (may Allah be pleased with him) narrated that the Messenger of Allah (ﷺ) said: “Allah, Exalted is He, said: ‘I do not accept every word of the wise, but I accept 1 his intent and desire. If his intent and desire are in My obedience, I make his silence praise and dignity for Me, even if he does not speak.’”

Note 1
(1) His statement: “I accept his intent” means his intention, even at the earliest stages of thought. His statement: “and desire” means his firm resolve at the end, for a believer’s intention is better than his deed. (As stated in Al-Mirqat)
