Note 1
(1) His statement: “It suffices for a group passing by that one of them offers the greeting, etc.”: Know that initiating the greeting is a recommended Sunnah, not obligatory, and it is a communal Sunnah. If a group is present, one person’s greeting suffices for them, though it is better if all greet. Qadi Husayn from the Shafi‘i school said, “We have no communal Sunnah except this.” I say: This aligns with our [Hanafi] school. His statement: “It suffices for those seated that one of them responds” is a communal obligation by consensus, and it is better if all respond, as is the case with all communal obligations. As stated in Al-Mirqat. It is said in Al-Alamgiriyyah: “Faqih Abu al-Layth said: If a group enters upon people and omits the greeting, all are sinful. If one greets, it suffices for all, but it is better if all greet. If they omit the response, all are sinful, but if one responds, it suffices for all, as per the narration, which is the chosen view of Faqih Abu al-Layth (may Allah have mercy on him). It is better if all respond.” As stated in Ad-Dhakhirah.
