Abu Hurairah (may Allah be pleased with him) narrated that the Messenger of Allah (ﷺ) said: “Charity is only due from the wealthy.” [Narrated by Ahmad in his Musnad]
Bukhari mentioned it in his Sahih as a Mu’allaq (suspended) narration in the Book of Wills, and his Mu’allaq narrations that are confirmed have the status of authenticity. He also narrated it with a different wording.

ف: اس حدیث شریف میں ارشاد ہے کہ صدقہ فطر غنی یعنی تونگر پر واجب ہے اور شریعت میں تونگر ایسے شخص کو کہتے ہیں جس پر زکات واجب ہو، یا اس پر زکات تو واجب نہیں لیکن اس کے پاس ضروری اسباب (جیسے گھر، کپڑے اور گھر کا سامان وغیرہ) سے زیادہ اتنی قیمت کا مال و اسباب ہوکہ جتنی قیمت پر زکات واجب ہوجاتی ہے، خواہ وہ تجارت کا مال ہو، یا نہ ہو، اور خواہ اس پر سال گزرے یا نہ گزرے (ہدایہ۔ ردالمحتار)۔
