It is narrated from Muhammad ibn Ka’b al-Qarzi: "When the Messenger of Allah (peace be upon him) recited in prayer, those behind him would respond. When he said, 'Bismillah al-Rahman al-Rahim,' they would say the same until he finished Surah Al-Fatihah and the Surah. Then this verse was revealed."
