Abu Zubayr narrated from Jabir (may Allah be pleased with him): The Messenger of Allah (ﷺ) addressed us, saying:
"The Miqat for Medinans is Dhul-Hulayfah,
For Syrians Al-Juhfah,
For Yemenis Yalamlam,
For Najdis Qarn,
And for easterners Dhat 'Irq."
Then he faced the horizon and supplicated: "O Allah, incline their hearts (to obedience)." [Narrated by Ibn Majah without hesitation]
In Ibn Abi Shaybah’s narration from Ibn Abbas (may Allah be pleased with them): The Prophet (ﷺ) said, "No one may cross the Miqat without entering Ihram." Tabarani reported similarly.
Shafi'i narrated from Abu Sha'tha' that Ibn Abbas (may Allah be pleased with them) turned back those who crossed the Miqat without Ihram. Ishaq ibn Rahwayh reported in his Musnad that Ibn Abbas said: "If someone crosses the Miqat without Ihram and enters Makkah, they must return to the Miqat to enter Ihram. If fearing difficulty, they may enter Ihram immediately but must offer a sacrificial animal."

Note 1
(1) The statement: "No one may cross..." – These explicit texts take precedence over implied meanings in other narrations (e.g., "for those intending Hajj/‘Umrah"), assuming they are the Prophet’s (ﷺ) own words rather than the narrator’s. Fath al-Qadir states this.
Note 1
(۱) قوله : لا يجاوز الخ: فهذه المنطوقات أولى من المفهوم المخالف في قوله ممن أراد الحج والعمرة، إن ثبت أنه من كلامه عليها دون كلام الراوي. قاله في فتح القدير».
