Sulaym ibn Amir narrated: There was a treaty between Mu‘awiyah and the Romans. He marched toward their land, intending to attack them when the treaty expired. A man on a horse or mule came, saying: “Allah is Greater, Allah is Greater, fulfillment, not treachery.” 2 They looked and saw it was Amr ibn Abasah. Mu‘awiyah asked him about it, and he said: “I heard the Messenger of Allah (ﷺ) say: ‘Whoever has a treaty with a people must not dissolve or tighten it until its term expires or he renounces it openly.’ Mu‘awiyah returned with the people.”

Note 2
(2) The statement: “Fulfillment, not treachery”: Amr ibn Abasah disapproved because if a treaty is set for a duration while one remains in their homeland, marching after the term as if part of the treaty period is treachery, as it catches them off guard. If the treaty holders betray, one may march on them unexpectedly. As stated in (Al-Mirqat).
